Council Resolves to Start Again

Last modified: September 17, 2009 - 10:06 AM

Forbes Shire Council is effectively ‘starting over' regarding the process for selling blocks within its Landrace Rd Estate.

At the special meeting of Council held last night, Forbes Shire Council resolved to alter its resolution from August 20, to invite fresh expressions of interest from interested parties wishing to obtain blocks from its Landrace Estate.

Anyone interested in acquiring a block, including those applicants that previously expressed an interest will be required to submit a new expression of interest in accordance with the amended terms and conditions.

Following last night's decision, Councils General Manager Carissa Bywater will liaise with local real estate agents to market and promote the proposed sale for a period of three weeks. "Council will continue to work with all local agents however this time all expressions of interest must be submitted to Forbes Shire Council and placed in the Tender box" said Mrs Bywater.  "In addition, Council will be engaging an independent panel to assess those expressions of interest received and that panel will then make a recommendation to Council".

The criteria against which expressions of interest will be assessed includes the ability to demonstrate sufficient financial capacity to meet the conditions, whether they conduct an existing business within the Forbes Local Government Area and the original terms of building on the land within 12 months.

Where the land is oversubscribed, a ballot system will be used to ensure complete transparency in the allocation of land. Applications will have the opportunity to indicate their preferred block however the ultimate decision will be that of Councils.

"I feel that we have all learnt something from this experience. Whilst intentions were very genuine, we understand that process could have been handled differently" said Mayor Phyllis Miller OAM. "Council acknowledges that our community had issues with this and we have listened to those concerns demonstrated by tonight's resolution" said Mayor Miller.

Following last night's meeting Council met with original applicants, explaining the decision and advising the new process.
